0246631443 Add public API endpoints to reach CLSIs 
- `/api/clsi/compile/:submission_id`
- `/api/clsi/compile/:submission_id/build/:build_id/output/:file`

Also per review:
- DRY up ClsiManager.sendRequestOnce and ClsiManager.sendExternalRequest
- Include submission_id in a log message
- Don't include timeout in limits when getting file

8d6cdb03e8 restrict compile check options 
allowed options are validate/error/silent

validate = only run chktex, exit status 0
error = run compilation, exit(1) if chktex fails
silent = run chktex, but always do full compilation

ee15bbeee0 support the direct path to a clsi output file /project/project_id/build/build_id/output/* 
this avoids use of the query string ?build=... and so we can match the
url directly with the nginx location directive
