All scripts in libexec/ (excluding pyenv) are called through pyenv,
therefore the shebang lines are not necessary. On some systems this
provides a measurable increase in performance of the shell prompt.

With e.g. /usr/local/bin/.python-version owned by some user, `pyenv
local foo` would fail, if the user has no permissions for
`/usr/local/bin`, but only the `.python-version` file.
