866f7dedee Fix error log folder 
Error log is stored under /var/log/err.log. This PR fixes it and stores the log under /var/log/wlgb/err.log

11be8c3733 increase timeout in lock manager test 
on heavily loaded machines 20ms isn't long enough to consistently get
multiple calls to the lock manager
