avoids using query string for build_id

ee15bbeee0 support the direct path to a clsi output file /project/project_id/build/build_id/output/* 
this avoids use of the query string ?build=... and so we can match the
url directly with the nginx location directive

2494327c12 make the build id a secure random token 
we allow existing build ids to work for backwards compatibility
this can be removed after some time
