Brian Chen d9a78b61ad Handle Taxonomy permalinks
Return the correct virtual Section for Taxonomy and TaxonomyTerm.
Restrict permalink expansion to only Pages and Taxonomies, but then
actually use expanded permalinks even for non-Pages.

Fixes #1208.
