Introduce a tree map for all content
...
This commit introduces a new data structure to store pages and their resources.
This data structure is backed by radix trees.
This simplies tree operations, makes all pages a bundle, and paves the way for #6310 .
It also solves a set of annoying issues (see list below).
Not a motivation behind this, but this commit also makes Hugo in general a little bit faster and more memory effective (see benchmarks). Especially for partial rebuilds on content edits, but also when taxonomies is in use.

Make ge, le etc. work with the Hugo Version number

This means that you can do something ala:
```html
{{ if ge .Hugo.Version "0.36" }}Reasonable new Hugo version!{{ end }}
```
The intented use is feature toggling, but please note that it will take some time and Hugo versions until this can be trusted. It does not work in older Hugo versions.

tpl: Add template function namespaces

This commit moves almost all of the template functions into separate
packages under tpl/ and adds a namespace framework. All changes should
be backward compatible for end users, as all existing function names in
the template funcMap are left intact.
Seq and DoArithmatic have been moved out of the helpers package and into
template namespaces.
Most of the tests involved have been refactored, and many new tests have
been written. There's still work to do, but this is a big improvement.
I got a little overzealous and added some new functions along the way:
- strings.Contains
- strings.ContainsAny
- strings.HasSuffix
- strings.TrimPrefix
- strings.TrimSuffix
Documentation is forthcoming.
