Sheogorath e8e269b1bb Add issue config to add external links to the community forum ... This patch adds a Issue template config, which can be used to link to the forum for support requests as well as community discussions. Note: The change in `.reuse/dep5` just makes sure the CI process doesn't cry about licenses on files.
